Psalm 39:11

"When you rebuke and discipline anyone for their sin, you consume their wealth like a moth--surely everyone is but a breath."

When you rebuke 
Deuteronomy 28:20  The LORD will send on you curses, confusion and rebuke in everything you put your hand to, until you are destroyed and come to sudden ruin because of the evil you have done in forsaking him.
Isaiah 66:15  See, the LORD is coming with fire, and his chariots are like a whirlwind; he will bring down his anger with fury, and his rebuke with flames of fire.
Ezekiel 5:15  "You will be a reproach and a taunt, a warning and an object of horror to the nations around you when I inflict punishment on you in anger and in wrath and with stinging rebuke. I the LORD have spoken."
2 Peter 2:16  But he (Balaam, see Numbers 22:21-35) was rebuked for his wrongdoing by a donkey--an animal without speech--who spoke with a human voice and restrained the prophet's madness.

and discipline anyone for their sin 
Psalm 94:10-11  Does he who disciplines nations not punish? Does he who teaches mankind lack knowledge? The LORD knows all human plans; he knows that they are futile.
Isaiah 26:16  LORD, they came to you in their distress; when you disciplined them, they could barely whisper a prayer.

you consume 
Psalm 90:7  We are consumed by your anger and terrified by your indignation.

their wealth like a moth 
Job 13:28  "So man wastes away like something rotten, like a garment eaten by moths."
Isaiah 51:8  "For the moth will eat them up like a garment; the worm will devour them like wool. But my righteousness will last forever, my salvation through all generations."
Luke 12:33-34  "Sell your possessions and give to the poor. Provide purses for yourselves that will not wear out, a treasure in heaven that will never fail, where no thief comes near and no moth destroys. For where your treasure is, there your heart will be also."
James 5:2  Your wealth has rotted, and moths have eaten your clothes.

surely everyone is but a breath 
Job 7:7  "Remember, O God, that my life is but a breath; my eyes will never see happiness again."
