Psalm 75:6-7

No one from the east or the west or from the desert can exalt themselves. It is God who judges: He brings one down, he exalts another. 

It is God who judges 
Genesis 16:5  Then Sarai said to Abram, "You are responsible for the wrong I am suffering. I put my slave in your arms, and now that she knows she is pregnant, she despises me. May the LORD judge between you and me."
Psalm 50:6  And the heavens proclaim his righteousness, for he is a God of justice.
Psalm 58:11  Then people will say, "Surely the righteous are still rewarded; surely there is a God who judges the earth."
Revelation 18:8  "Therefore in one day her (Babylon's) plagues will overtake her: death, mourning and famine. She will be consumed by fire, for mighty is the Lord God who judges her."

He brings one down, he exalts another 
1 Samuel 2:7  "The LORD sends poverty and wealth; he humbles and he exalts."
Job 5:11  "The lowly he sets on high, and those who mourn are lifted to safety."
Psalm 147:6  The LORD sustains the humble but casts the wicked to the ground.
Ezekiel 21:25-26  " 'You profane and wicked prince of Israel (Zedekiah), whose day has come, whose time of punishment has reached its climax, this is what the Sovereign LORD says: Take off the turban, remove the crown. It will not be as it was: The lowly will be exalted and the exalted will be brought low.' "
Daniel 2:19-22  During the night the mystery was revealed to Daniel in a vision. Then Daniel praised the God of heaven and said: "Praise be to the name of God for ever and ever; wisdom and power are his. He changes times and seasons; he deposes kings and raises up others. He gives wisdom to the wise and knowledge to the discerning. He reveals deep and hidden things; he knows what lies in darkness, and light dwells with him."
