Psalm 78:38-39 Part 2 of 2

Yet he was merciful; he forgave their iniquities and did not destroy them. Time after time he restrained his anger and did not stir up his full wrath. He remembered that they were but flesh, a passing breeze that does not return.  
 
Time after time he restrained his anger 
Job 9:13  "God does not restrain his anger; even the cohorts of Rahab cowered at his feet."
Isaiah 30:18  Yet the LORD longs to be gracious to you; therefore he will rise up to show you compassion. For the LORD is a God of justice. Blessed are all who wait for him! 
Isaiah 48:9  "For my own name's sake I delay my wrath; for the sake of my praise I hold it back from you, so as not to destroy you completely."
Jonah 3:10  When God saw what they did and how they turned from their evil ways, he relented and did not bring on them the destruction he had threatened.
Jeremiah 18:7-8  "If at any time I announce that a nation or a kingdom is to be uprooted, torn down and destroyed, and if that nation I warned repents of its evil, then I will relent and will not inflict on it the disaster I had planned."
Exodus 32:14  Then the LORD relented and did not bring on his people the disaster he had threatened.
Numbers 14:19-20  "In accordance with your great love, forgive the sin of these people, just as you have pardoned them from the time they left Egypt until now." The LORD replied, "I have forgiven them as your asked."

He remembered that they were but flesh 
Genesis 6:3  Then the LORD said, "My Spirit will not contend with humans forever, for they are mortal; their days will be a hundred and twenty years."
Isaiah 29:5  But your many enemies will become like fine dust, the ruthless hordes like blown chaff.

a passing breeze that does not return 
Job 7:7  "Remember, O God, that my life is but a breath; my eyes will never see happiness again."
James 4:14  Why, you do not even know what will happen tomorrow. What is your life? You are a mist that appears for a little while and then vanishes.
