Psalm 78:17-18

But they continued to sin against him, rebelling in the wilderness against the Most High. They willfully put God to the test by demanding the food they craved.

But they continued to sin against him 
Psalm 78:32  In spite of all this, they kept on sinning; in spite of his wonders, they did not believe.
Psalm 78:40  How often they rebelled against him in the wilderness and grieved him in the wasteland!
Deuteronomy 9:22  You also made the LORD angry at Taberah, at Massah and at Kiboth Hattaavah. 
Isaiah 30:1  "Woe to the obstinate children," declares the LORD, "to those who carry out plans that are not mine, forming an alliance, but not by my Spirit, heaping sin upon sin; ..."
Isaiah 63:10  Yet they rebelled and grieved his Holy Spirit. So he turned and became their enemy and he himself fought against them.
Hebrews 3:15-16  As has been said: "Today, if you hear his voice, do not harden your hearts as you did in the rebellion." (Psalm 95:7-8) Who were they who heard and rebelled? Were they not all those Moses led out of Egypt?

They willfully put God to the test 
Exodus 17:2  So they quarreled with Moses and said, "Give us water to drink." Moses replied, "Why do you quarrel with me? Why do you put the LORD to the test?" 
1 Corinthians 10:9  We should not test Christ, as some of them did--and were killed by snakes.

by demanding the food they craved 
Exodus 16:2-3  In the desert the whole community grumbled against Moses and Aaron. The Israelites said to them, "If only we had died by the LORD's hand in Egypt! There we sat around pots of meat and ate all the food we wanted, but you have brought us out into this desert to starve this entire assembly to death."
Numbers 11:4-5  The rabble with them began to crave other food, and again the Israelites started wailing and said, "If only we had meat to eat! We remember the fish we ate in Egypt at no cost--also the cucumbers, melons, leeks, onions and garlic. But now we have lost our appetite; we never see anything but this manna!"
