Psalm 24:1-2

The earth is the LORD's and everything in it, the world, and all who live in it; for he founded it on the seas and established it on the waters.

Exodus 9:29  Moses replied, "When I have gone out of the city, I will spread out my hands in prayer to the LORD. The thunder will stop and there will be no more hail, so you may know that the earth is the LORD's."
Job 41:11  "Who has a claim against me (the LORD) that I must pay? Everything under heaven belongs to me."

and established it on the waters 
Genesis 1:6-7  And God said, "Let there be a vault between the waters to separate water from water." So God made the vault and separated the water under the vault from the water above it. And it was so. God called the vault "sky." And there was evening, and there was morning--the second day.
Psalm 104:2-3  The LORD wraps himself in light as with a garment; he stretches out the heavens like a tent and lays the beams of his upper chambers on their waters. He makes the clouds his chariot and rides on the wings of the wind.
2 Peter 3:5  But they deliberately forget that long ago by God's word the heavens came into being and the earth was formed out of water and by water.
