Psalm 9:9

The LORD is a refuge for the oppressed, a stronghold in times of trouble.

The LORD is a refuge 
Deuteronomy 33:27  "The eternal God is your refuge, and underneath are the everlasting arms. He will drive out your enemies before you, saying, 'Destroy them!' "
2 Samuel 22:1-3  David sang to the LORD the words of this song when the LORD delivered him from the hand of all his enemies and from the hand of Saul. He said: "The LORD is my rock, my fortress and my deliverer; my God is my rock, in whom I take refuge, my shield and the horn of my salvation. He is my stronghold, my refuge and my savior--from violent people you save me."

for the oppressed 
Psalm 10:17-18  You, LORD, hear the desire of the afflicted; you encourage them and you listen to their cry, defending the fatherless and the oppressed, so that mere earthly mortals will never again strike terror.
Psalm 74:21  Do not let the oppressed retreat in disgrace; may the poor and needy praise your name.

a stronghold in times of trouble 
Psalm 32:7  You are my hiding place; you will protect me from trouble and surround me with songs of deliverance.
Psalm 121:7-8  The LORD will keep you from all harm--he will watch over your life; the LORD will watch over your coming and going both now and forevermore.
