Psalm 9:12

For he who avenges blood remembers; he does not ignore the cries of the afflicted.

For he who avenges blood remembers 
2 Samuel 4:9-11  David answered Rehab and his brother Baanah, the sons of Rimmon the Beerothite; "As surely as the LORD lives, who has delivered me out of every trouble, when someone told me, 'Saul is dead,' and thought he was bringing good news, I seized him and put him to death in Ziklag. That was the reward I gave him for his news! How much more--when wicked men have killed an innocent man in his own house and on his own bed--should I not now demand his blood from your hand and rid the earth of you!"

he does not ignore the cries of the afflicted 
Psalm 12:18  But God will never forget the needy; the hope of the afflicted will never perish.
Psalm 10:17-18  You, LORD, hear the desire of the afflicted; you encourage them, and you listen to their cry, defending the fatherless and the oppressed, so that mere earthly mortals will never again strike terror.
Psalm 22:24  For he has not despised or scorned the suffering of the afflicted one; he has not hidden his face from him but has listened to his cry for help.
Psalm 72:4  May he defend the afflicted among the people and save the children of the needy; may he crush the oppressor.
Isaiah 49:13  Shout for joy, you heavens; rejoice, you earth; burst into song, your mountains! For the LORD comforts his people and will have compassion on his afflicted ones.
