Romans 11:7-10

What then? What the people of Israel sought so earnestly they did not obtain. The elect among them did, but the others were hardened, as it is written: "God gave them a spirit of stupor, eyes that could not see and ears that could not hear, to this very day." And David says: "May their table become a snare and a trap, a stumbling block and a retribution for them. May their eyes be darkened so they cannot see, and their backs be bent forever."
 
What the people of Israel sought so earnestly they did not obtain 
Romans 9:31  ... but the people of Israel, who pursued the law as the way of righteousness, have not attained their goal.
 
The elect among them did, but the others were hardened 
Romans 11:25-26a  I do not want you to be ignorant of this mystery, brothers and sisters, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in, and in this way all Israel will be saved.
Romans 9:18  Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.
 
God gave them a spirit of stupor, eyes that could not see and ears that could not hear 
Matthew 13:13-15  "This is why I speak to them in parables: Though seeing, they do not see; though hearing, they do not hear or understand. In them is fulfilled the prophecy of Isaiah: 'You will be ever hearing but never understanding; you will be ever seeing but never perceiving. For this people's heart has become calloused; they hardly hear with their ears, and they have closed their eyes. Otherwise they might see with their eyes, hear with their ears, understand with their hearts and turn, and I would heal them.' [Isaiah 6:9-10]" 
 
to this very day 
Deuteronomy 29:4  But to this day the LORD has not given you a mind that understands or eyes that see or ears that hear. 
Isaiah 29:10  The LORD has brought over you a deep sleep: He has sealed your eyes (the prophets); he has covered your heads (the seers).

May their table become a snare and a trap, a stumbling block and a retribution for them 
Isaiah 8:14-15  "He will be a holy place; for both Israel and Judah he will be a stone that causes people to stumble and a rock that makes them fall. And for the people of Jerusalem he will be a trap and a snare. Many of them will stumble; they will fall and be broken, they will be snared and captured."
