Romans 4:13-15 Part 3 of 3

It was not through the law that Abraham and his offspring received the promise that he would be heir of the world, but through the righteousness that comes by faith. For if those who depend on the law are heirs, faith means nothing and the promise is worthless, because the law brings wrath. And where there is no law there is no transgression.

because the law brings wrath
Romans 7:13  Did that which is good, then, become death to me? By no means! Nevertheless, in order that sin might be recognized as sin, it used what is good to bring about my death, so that through the commandment sin might become utterly sinful. (see Romans 7:7-25)
1 Corinthians 15:56  The sting of death is sin, and the power of sin is the law.
2 Corinthians 3:7-8  Now if the ministry that brought death (the law), which was engraved in letters on stone, came with glory, so that the Israelites could not look steadily at the face of Moses because of its glory, transitory as it was, will not the ministry of the Spirit (life through faith) be even more glorious?
Galatians 3:10  For all who rely on the works of the law are under a curse, as it is written: "Cursed is everyone who does not continue to do everything written in the Book of the Law." (Deuteronomy 27:26)
Romans 7:10-12  I found that the very commandment that was intended to bring life actually brought death. For sin, seizing the opportunity afforded by the commandment, deceived me, and through the commandment put me to death. So then, the law is holy, and the commandment is holy, righteous and good.

And where there is no law, there is no transgression
Romans 3:20  Therefore no one will be declared righteous in God's sight by the works of the law; rather, through the law we become conscious of our sin.
Romans 5:13  To be sure, sin was in the world before the law was given, but sin is not charged against anyone's account where there is no law.
Romans 7:7  What shall we say, then? Is the law sinful? Certainly not! Nevertheless, I would not have known what sin was had it not been for the law. For I would not have known what coveting really was if the law had not said, "You shall not covet." (Exodus 20:17; Deuteronomy 5:21)
