"And behold, I am coming quickly.
Blessed is he who heeds the words of the prophecy of this book."
Revelation 22:7 NASB
For God has put it into their hearts (the ten horns/kings) to accomplish his purpose by agreeing to hand over to the beast their royal authority, until God's words are fulfilled. The woman you saw is the great city that rules over the kings of the earth."

until God's words are fulfilled
Jeremiah 39:16-18 "Go and tell Ebed-Melek the Cushite, 'This is what the LORD Almighty, the God of Israel, says: I am about to fulfill my words against this city--words concerning disaster, not prosperity. But I will rescue you on that day, declares the LORD; you will not be given into the hands of those you fear. I will save you; you will not fall by the sword but you will escape with your life, because you trust in me, declares the LORD.' " (see Ezekiel 38:7-13 to learn why God favored Ebed-Melek)
Revelation 10:7 "But in the days when the seventh angel is about to sound his trumpet, the mystery of God will be accomplished, just as he announced to his servants the prophets."
The woman you saw is the great city that rules over the kings of the earth

Revelation 18:18-19 "When they see the smoke of her burning, they will exclaim, 'Was there ever a city like this great city?' They will throw dust on their heads, and with weeping and mourning cry out: 'Woe! Woe to you, great city, where all who had ships on the sea became rich through her wealth! In one hour she has been brought to ruin!' "
Revelation 18:21 Then a mighty angel picked up a boulder the size of a large millstone and threw it into the sea, and said: "With such violence the great city of Babylon will be thrown down, never to be found again."
