Ephesians 4:7-10

But to each one of us grace has been given as Christ apportioned it. This is why it says: "When he ascended on high he took many captives and gave gifts to his people." (What does "he ascended" mean except that he also descended to the lower, earthly regions? He who descended is the very one who ascended higher than all the heavens, in order to fill the whole universe.)

But to each of us 
1 Corinthians 12:7  Now to each one the manifestation of the Spirit is given for the common good.
1 Corinthians 12:11  All these are the work of one and the same Spirit, and he distributes them to each one, just as he determines.

grace 
Romans 3:24  ... and all are justified freely by his grace through the redemption that came by Christ Jesus.

has been given as Christ apportioned it 
Romans 12:3  For by the grace given me I say to every one of you: Do not think of yourself more highly than you ought, but rather think of yourself with sober judgement, in accordance with the faith God has distributed to each of you.

"When he ascended on high he took many captives" 
Colossians 2:15  And having disarmed the powers and authorities, he made a public spectacle of them, triumphing over them by the cross.

"and gave gifts to his people" 
Psalm 68:18  When you ascended on high, you took many captives; you received gifts from people, even from the rebellious--that you, LORD God, might dwell there.

He who descended is the very one who ascended higher than all the heavens 
Proverbs 30:1-4  The sayings of Agur son of Jahek--an inspired utterance. This man's utterance to Ithiel: "I am weary, God, but I can prevail. Surely I am only a brute, not a man; I do not have human understanding. I have not learned wisdom, nor have I attained to the knowledge of the Holy One. Who has gone up to heaven and come down? Whose hands have gathered up the wind? Who has wrapped up the waters in a cloak? Who has established all the ends of the earth? What is his name, and what is the name of his son? Surely you know!"

in order to fill the whole universe 
Ephesians 1:23  ... which is his body, the fullness of him who fills everything in every way.
