Jonah 3:5-6

The Ninevites believed God. A fast was proclaimed, and all of them, from the greatest to the least, put on sackcloth. When Jonah's warning reached the king of Nineveh, he rose from his throne, took off his royal robes, covered himself with sackcloth and sat down in the dust.

Daniel 9:1-3  In the first year of Darius son of Xerxes (a Mede by descent), who was made ruler over the Babylonian kingdom--in the first year of his reign, I, Daniel, understood from the Scriptures, according to the word of the LORD given to Jeremiah the prophet, that the desolation of Jerusalem would last seventy years. So I turned to the Lord God and pleaded with him in prayer and petition, in fasting, and in sackcloth and ashes.

Revelation 18:19  "They will throw dust on their heads, and with weeping and mourning cry out: 'Woe! Woe to you, great city [Babylon], where all who had ships on the sea became rich through her wealth! In one hour she has been brought to ruin!' "
