Psalm 33:13-15

From heaven the LORD looks down and sees all mankind; from his dwelling place he watches all who live on earth--he who forms the hearts of all, who considers everything they do. 

From heaven the LORD looks down 
Psalm 53:2  God looks down from heaven on all mankind to see if there are any who understand, any who seek God.
Psalm 102:18-20  Let this be written for a future generation, that a people not yet created may praise the LORD: "The LORD looked down from his sanctuary on high, from heaven he viewed the earth, to hear the groans of the prisoners and release those condemned to death."

and sees all mankind 
Job 28:23-24  God understands the way to it [wisdom] and he alone knows where it dwells, for he views the ends of the earth and sees everything under the heavens.
Psalm 11:4  The LORD is in his holy temple; the LORD is on his heavenly throne. He observes everyone on earth; his eyes examine them.
Hebrews 4:13  Nothing in all creation is hidden from God's sight. Everything is uncovered and laid bare before the eyes of him to whom we must give account.

from his dwelling place he watches all who live on earth 
1 Kings 8:39  "... then hear from heaven, your dwelling place. Forgive and act; deal with everyone according to all they do, since you know their hearts (for you alone know every human heart), ..."

he who forms the hearts of all 
Psalm 119:73  Your hands made me and formed me; give me understanding to learn your commands.

who considers everything they do 
Job 10:4  "Do you have eyes of flesh? Do you see as a mortal sees?"
Jeremiah 32:19  "... great are your purposes and mighty are your deeds. Your eyes are open to the ways of all mankind; you reward each person according to their conduct and as their deeds deserve."
