TRUST Judges 11:19-20

"Then Israel sent messengers to Sihon king of the Amorites, who ruled Heshbon, and said to him, 'Let us pass through your country to our own place.' Sihon, however, did not trust Israel to pass through his territory. He mustered all his troops and encamped at Jahaz and fought with Israel." 

Then Israel sent messengers 
Judges 11:17  "Then Israel sent messengers to the king of Edom, saying, 'Give us permission to go through your country,' but the king of Edom would not listen. They sent also to the king of Moab, and he refused. So Israel stayed at Kadesh."

to Sihon king of the Amorites, who ruled Heshbon 
Joshua 12:2-3  Sihon king of the Amorites, who reigned in Heshbon. He ruled from Aroer on the rim of the Arnon Gorge--from the middle of the gorge--to the Jabbok River, which is the border of the Ammonites. This included half of Gilead. He also ruled over the eastern Arabah from the Sea of Galilee to the Sea of the Arabah (that is, the Dead Sea), to Beth Jeshimoth, and then southward below the slopes of Pisgah.

Let us pass through your country to our own place 
Numbers 21:23-26  Israel sent messengers to say to Sihon king of the Amorites: "Let us pass through your country. We will not turn aside into any field or vineyard, or drink water from any well. We will travel along the King's Highway until we have passed through your territory."

He mustered all his troops and encamped at Jahaz and fought with Israel 
Numbers 21:23-26  But Sihon would not let Israel pass through his territory. He mustered his entire army and marched out into the wilderness against Israel. When he reached Jahaz, he fought with Israel. Israel, however, put him to the sword and took over his land from the Arnon to the Jabbok, but only as far as the Ammonites, because their border was fortified. Israel captured all the cities of the Amorites and occupied them, including Heshbon and all its surrounding settlements. Heshbon was the city of Sihon king of the Amorites, who had fought against the former king of Moab and had taken from him all his land as far as the Arnon.
