Are not all angels ministering spirits sent to serve those who will inherit salvation?

Romans 11:13-14 I am talking to you Gentiles. Inasmuch as I am the apostle to the Gentiles, I take pride in my ministry in the hope that I may somehow arouse my own people to envy and save some of them.
Hebrews 2:1-3 We must pay the most careful attention, therefore, to what we have heard, so that we do not drift away. For since the message spoken through angels was binding, and every violation and disobedience received its just punishment, how shall we escape if we ignore so great a salvation? This salvation, which was first announced by the Lord, was confirmed to us by those who heard him.
Hebrews 5:8-9 Son though he was, he learned obedience from what he suffered and, once made perfect, he became the source of eternal salvation for all who obey him...
Hebrews 9:27-28 Just as people are destined to die, and after that to face judgment, so Christ was sacrificed once to take away the sins of many; and he will appear a second time, not to bear sin, but to bring salvation to those who are waiting for him.
