Romans 13:8-10

Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law. The commandments, "You shall not commit adultery,"  "You shall not murder,"  "You shall not steal,"  "You shall not covet," and whatever other command there may be, are summed up in this one command: "Love your neighbor as yourself." Love does no harm to a neighbor. Therefore love is the fulfillment of the law.

for whoever loves others has fulfilled the law
Matthew 5:43  "You have heard that it was said, 'Love your neighbor and hate your enemy.' But I tell you, love your enemies and pray for those who persecute you, ..."
Leviticus 19:18  " 'Do not seek revenge or bear a grudge against anyone among your people, but love your neighbor as yourself. I am the LORD.' "
Mark 12:30-31  " 'Love the Lord your God with all your heart and with all your soul and with all your mind and with all your strength.' (Deuteronomy 6:5) The second is this: 'Love your neighbor as yourself.' (Leviticus 19:18) There is no commandment greater than these." (see also Matthew 19:17-19; Luke 10:27)
John 13:34  " A new command I give you: Love one another. As I have loved you, so you must love one another."
Colossians 3:12-14  Therefore, as God's chosen people, holy and dearly loved, clothe yourselves with compassion, kindness, humility, gentleness and patience. Bear with each other and forgive one another if any of you has a grievance against someone. Forgive as the Lord forgave you.

The commandments, "You shall not commit adultery,"  "You shall not murder,"  "You shall not steal,"  "You shall not covet," and whatever other command there may be, are summed up in this one command: "Love your neighbor as yourself."
Matthew 7:12  "So in everything, do to others what you would have them do to you, for this sums up the Law and the Prophets."

Love does no harm to a neighbor. Therefore love is the fulfillment of the law.
Galatians 5:14  For the entire law is fulfilled in keeping this one command: "Love your neighbor as yourself."
James 2:8  If you really keep the royal law found in Scripture, "Love your neighbor as yourself," you are doing right.
