The LORD replied, "I have forgiven them, as you asked. Nevertheless, as surely as I live and as surely as the glory of the LORD fills the whole earth, not one of those who saw my glory and the signs I performed in Egypt and in the wilderness but who disobeyed me and tested me ten times--not one of them will ever see the land I promised on oath to their ancestors. No one who has treated me with contempt will ever see it."
I have forgiven them as you asked
Exodus 34:6-7 And he passed in front of Moses, proclaiming, "The LORD, the LORD, the compassionate and gracious God, slow to anger, abounding in love and faithfulness, maintaining love to thousands, and forgiving wickedness, rebellion and sin. Yet he does not leave the guilty unpunished; he punishes the children and their children for the sin of the parents to the third and fourth generation."
Psalm 99:8 LORD our God, you answered them; you were to Israel a forgiving God, though you punished their misdeeds.
Psalm 106:23 So he said he would destroy them--had not Moses, his chosen one, stood in the breach before him to keep his wrath from destroying them.
Micah 7:18-20 Who is a God like you, who pardons sin and forgives the transgression of the remnant of his inheritance? You do not stay angry forever but delight to show mercy. You will again have compassion on us; you will tread our sins underfoot and hurl all our iniquities into the depths of the sea. You will be faithful to Jacob, and show love to Abraham, as you pledged on oath to our ancestors in days long ago.
