Psalm 2:10-11

Therefore, you kings, be wise; be warned, you rulers of the earth. Serve the LORD with fear and celebrate his rule with trembling.

Therefore, you kings, be wise 
Proverbs 27:11  Be wise, my son, and bring joy to my heart; then I can answer anyone who treats me with contempt.

be warned, you rulers of the earth 
Psalm 141:6  Their rulers will be thrown down from the cliffs, and the wicked will learn that my words are well spoken.
Proverbs 8:15-16  "By me (Wisdom) kings reign and rulers issue decrees that are just; by me princes govern, and nobles--all who rule on earth."
Amos 2:3  "I will destroy her (Moab's) ruler and kill all her officials with him," says the LORD.

Serve the LORD with fear 
Psalm 103:11-12  For as high as the heavens are above the earth, so great is his love for those who fear him; as far as the east is from the west, so far has he removed our transgressions from us.

and celebrate his rule 
Psalm 9:2  I will be glad and rejoice in you; I will sing the praises of your name, O Most High.
Psalm 35:9  Then my soul will rejoice in the LORD and delight in his salvation.
Psalm 104:34  May my meditation be pleasing to him, as I rejoice in the LORD.
Isaiah 61:10  I delight greatly in the LORD; my soul rejoices in my God. For he has clothed me with garments of salvation and arrayed me in a robe of his righteousness, as a bridegroom adorns his head like a priest and as a bride adorns herself with her jewels.

with trembling 
1 Chronicles 16:30  Tremble before him, all the earth! The world is firmly established; it cannot be moved.
